bill passed by the Pennsylvania House Monday (Dec. 14) ,expanding gambling in the state to include table games. It had the usual hallmarks of "How A Bill Becomes Law" Realpolitick
style. It happened at night, of course, without much debate after the surprise insertion of a 240-page amendment that gutted the existing bill and replaced it with dense, obtuse, legalistic language embedded with lots of deals arrived at, needless to say, behind closed doors. The bill now goes back to the state Senate, which is unlikely to be amused by the changes made by the House. Go
