One-and-three-quarters cheer for Mayor Nutter.  That seems to be the consensus of recent articles and columns appraising the mayor at the approach of his midterm. A major theme: the mayor has disappointed a lot of folks, but he says he is working his heart out for the people.  The first out of the box was a Catherine Lucey piece in the Daily News in November. Today, Marcia Gelbart has a front-page article in The Inquirer that quotes the mayor -- and includes some carefully worded criticism from others.  Metropolis Senior Editor Tom Ferrick Jr. has a harsher critique in a column done for the Fels Institute at Penn.  One reason for the mute on public criticism: Despite his failings, most insiders assume Nutter will win a second term, so why poke him with a stick?
