Waving the White Flag

She was surrounded by critics and now it looks as if Vivian Miller is waving the flag of surrender. The Inquirer reports today (March 8) that Miller, the city's clerk of Quarter Sessions, is planning to resign her elected position. Miller has held the job since 1991, but has been roundly criticized for her handling of the duties of the office by the newspaper, which disclosed the office has allowed over $1 billion in forfeited bail to go uncollected, to court officials who complain the office has been lax in collecting $280 million in overdue fines and fees.  In short, the office was a total mess and the state Supreme Court, in its role as administrative overseer of the court system, had already announced plans to take over operations of the office.
