Economic recovery? What economic recovery? Pennsylvania is still suffering from the effects of the recession, if you take state tax collections as a barometer. The Pennsylvania Budget and Policy Committee r
eports that collections are down $720 million this year from official estimates. In March alone, collections fell $243 million short. Corporate taxes are off the most and the sales tax is still lagging. One piece of good news: personal income tax collections were up $58 million last month. The monthly statements do more than give a reading on the state of the economy. These are real shortfalls and indicate state government will end the fiscal year in June with a sizeable deficit.
