The Nutter administration is near a deal with City Council on the city budget that looks like a combination of tax increases and job freezes that will add up to the $150 million the mayor says he needs to balance the budget.  The Inquirer reports that an agreement could come as early as today (May 13).  It almost surely will include an increase in the real estate tax -- the figure bandied about is nine percent.  And it also will involve letting an undetermined number of vacant positions in government to stay empty.  Details are still being worked out.
