The Delaware River Port Authority, always a source of merriment for its profligate ways, is in the news again.  John Dougherty, head of the local electricians union, has been hammering away at the DRPA leadership for some of its spending habits and its lack of transparency, unfazed by the fact that the agency was specifically designed to be sort of a secret boy's club for Pennsylvania and New Jersey politicians.  It's odd to see Dougherty cast as a reformer, but he is having an impact. One thing he wants is the agency -- which runs the bridges over the Delaware -- to have a code of ethics.  The Inquirer reported Tuesday (Aug. 10) that the DRPA did have an extensive draft of an ethics code done by a staffer in 2003, but it got...um,ah...sort of got lost in the shuffle.
